The Role Of Transformational Leadership In Building An Achievement-Oriented Organizational Culture In Public Organizations

Abstract

This study aimed to investigate the role of transformational leadership in shaping achievement-oriented organizational culture in Dawarblandong District Office, Mojokerto Regency. This research used a qualitative approach with in-depth interviews and participatory observation as data collection methods. The main respondents were leaders and members of organizations in Dawarblandong sub-district who had relevant experience and understanding of leadership practices and organizational culture at the local level. This research then showed that: a) The characteristics of transformational leadership in Dawarblandong District Office consists of some form, namely visionary leadership, individualized consideration, intellectual stimulation, charisma, and empowerment. Those form play a crucial role in building an achievement-oriented organizational culture in the Dawarblandong District Office; b) The transformative impact of these leadership characteristics underscores the importance of adopting a transformational approach to achieve organizational excellence and success. Also transformational leadership has a profound impact on employee motivation and performance at the Dawarblandong District Office; c) While the Dawarblandong District Office has made commendable progress in building an achievement-oriented organizational culture through transformational leadership, there are several areas for improvement. By enhancing vision communication, expanding personalized development programs, fostering greater intellectual stimulation, deepening charismatic influence, increasing employee empowerment, and investing in ongoing leadership development, the district office can further strengthen its leadership impact
