ANALYSIS OF COMPETENCY AND SKILL FACTORS, ORGANIZATIONAL CULTURE, MOTIVATION AND ATTITUDE OF EMPLOYEES TOWARDS THE PERFORMANCE OF CONTROL AND OPERATIONAL SERVICES OF THE EAST JAVA PROVINCIAL TRANSPORTATION AGENCY – UPT LLAJ TULUNGAGUNG

Abstract

This study aims to analyze the influence of Competencies and Skills, Organizational Culture, Motivation, and Employee Attitudes on the Performance of Control and Operational Services at UPT LLAJ Tulungagung, East Java Provincial Transportation Office. A quantitative approach was used by a survey method of 50 respondents who were active employees in the unit. Data analysis was carried out through multiple linear regression which began with a classical assumption test, a simultaneous test (F test), and a partial test (t test). The results of the classical assumption test showed that the data was normally distributed, there was no multicollinearity, and there was no heteroscedasticity. The F test showed that the four independent variables simultaneously had a significant effect on service performance (F calculated = 15.472; Sig. = 0.000). The t-test showed that each variable, namely Competence and Skills (Sig. = 0.010), Organizational Culture (Sig. = 0.012), Motivation (Sig. = 0.017), and Employee Attitude (Sig. = 0.020), had a positive and significant influence on Service Performance. A coefficient of determination value (R²) of 0.581 indicates that 58.1% of the variation in performance can be explained by all four variables. Improving the quality of human resources through competence, a strong organizational culture, maintained motivation, and a positive work attitude are essential in supporting optimal public services in the transportation sector.
