Challenges and Potential of Human Resources Development in Public Organization in the Era of Digital Transformation

Abstract
The advent of digital transformation has profoundly impacted various sectors, including local governance. In the context of Sumberjadi Village, a rural locality navigating this digital shift, the development of human resources (HR) is crucial for maximizing the benefits of technological advancements. This research explored the challenges, potentials and suggestions for enhancing HR capabilities at the Sumberjadi Village Government Office to ensure effective adaptation and utilization of digital tools and processes. This research used qualitative approach, using the help of in depth interview and observation to collected data from employee in Sumberjati Village Government Office, Mojokerto Regency. This research results showed that: a) the current human resources development efforts at the Sumberjadi Village Government Office are integral to improving local governance and service delivery. By focusing on effective recruitment, comprehensive training, professional development, and performance management, the office strives to build a competent and motivated workforce capable of addressing the needs of the Sumberjadi community; b) the Sumberjadi Village Government Office faces several challenges in human resources development amidst the digital transformation era related to technology integration, skill gaps, organizational resistance, and budget constraints is essential for successful adaptation to the digital age; c) By focusing on targeted HR development strategies, including comprehensive training, fostering a culture of continuous learning, recruiting tech-savvy personnel, and implementing mentorship programs, the office can fully harness the benefits of digital advancements
