Abstract
This study analyzes the impact of safety culture on safety performance at Pertamina Hulu Energi in Gresik using a qualitative case study approach. Findings demonstrate that strong safety culture, supported by management commitment, continuous training, and employee engagement, effectively reduces unsafe behaviors and workplace accidents. Behavioral coaching and incident reporting systems further strengthen this culture. However, operational barriers including work pressure, uneven PPE distribution, and inadequate supervision limit optimal results. The study recommends intensified training, equitable PPE distribution, and stricter oversight to enhance the safety management system. Future research should employ longitudinal and mixed methods approaches to further explore safety culture dynamics in the oil and gas sector
